xp power saving problems on every computer i have ever built

i have built many computers over the years that used a variety of parts all running on windows xp. the companies are concerned about security and need the password on screen saver activate. it seems the password works fine for indefinite time. meaning, after 10 mintures, on every machine, theres a time when the screen saver will never come on. it happens on all machiens at some time, and once it happens it will never work again until the computer is reset. the power saver turn off monitor is supposed to come on after 15 minutes and that stops working as well. the only thing i can think of is some times people hit stand by and almost always afterwards the screen saver will never come back on until the computer is reset, although sometimes they will work after stand by. any ideas? thanks
 
lol come on guys this isn't a problem everyone has? no one has ever had their screen saver not work?
