Im on
win XP pro SP3
and i don't have anything in that folder after reboot.. but im positive its because of something i did during my initial setup.
I don't know what specificly does it, but if i were to take a guess, perhaps its this..

ctrl+F and search or scroll down to the download that says:
Extensible Performance Counter List (exctrlst.exe)
it doesn't install, simply runs. you can select every process it its list and uncheck the box one by one, that says something like "enable performance counters for this service"
The service you guys mentioned I still have enabled set to "Manual" and it doesnt creat that file.
...are you doing this because your trying to fix something? its a clean format? or your just trying to optimize your setup? ...cause i have a few tips if you need them for optimizing as much as possible, I don't use every tweak out there, but i have a few of the ones that make the most impact written down somewhere
