XP - on bootup, does not ask for password

Win XP home ed. - Have two users defined. Have "use welcome screen" and "use fast user switching" checked. On bootup, will boot directly to one particular user's desktop without asking for password. If I log off, it goes to the welcome screen, and from there, if I choose a user, it will demand the password. It is always the same user that it boots to - not the last user logged on. BTW, if user hibernate instead of 'turn off computer' it will work right, i.e. bring up the welcome screen.

Any help would be appreciated.
