Found the net share command... ie. net share hope=c:\hope\files, but I also notice it allows write/delete capability... I only want to provide READ. Doesn't seem to be a switch for it.
 
You need a different command for that -- cacls. Use the /? switch to see what it can do for you.

Or you could get XCACLS for more extended capabilities. It's free.
