I have MCE 2005 (software only). However, I am temporarily living in Japan, and tried to buy the remote control/hardware from a local PC shop. The guys said they couldn't sell it to me as it can only be sold as a set with a new PC.
What's up?

Newegg sells the 2005 remote. They also have the older version, but I think with MCE2005 you need the new one. It will be listed as having the 20ft range and lighted buttons. About 39 bucks.

They're telling you that because it's OEM hardware. They don't have retail versions of the remote and OS, as MS released it primarily for tier 1's and system builders. You shouldn't have to buy an entire system though. Purchasing it with a hard drive or other components should be enough to satisfy the "OEM" requirements.
