XP local user and group accounts help

I am working on someone's computer with XP MCE2005 (XP Professional), everything has been wiped and re-installed cleanly.

I want to create user profiles (including the owner) that will not run with full administrator privileges, except I have no clue what I'm doing. I usually just create all user profiles/accounts (local) as either administrator or limited (pre-defined). But this apparently is bad practice and the owner has a teenager who needs more privileges than "limited" so he can install applications and stuff but can't screw up everything (which is the reason I am fixing the computer to begin with).

There will be a total of three local user profiles/accounts; two can be power users (husband and wife) and the third will be the teenager. How do I assign the two parent profiles as power users and what should I do for the teenager that will give him something less than power user but more than "limited"?
