XP Home won't let me delete a large file?

Hey there, I'm wondering if someone can help me here. I have a large avi file, around 700MB, that I'm trying to use so I can learn to make a VideoCD. I'm kinda giving up until I have a new faster comp, but XP won't let be delete it. It says it is being used by another person or program, even after a reboot. Can anyone help me out? Thanks if ya can, it's too big to leave for nothing.
 
Disable all the webview stuff, the file is in use by explorer because it's trying to give you a preview of the file in the stupid web page panel.
