XP Home SP1 Doesn't Boot

The Windows XP Home SP1 install on a friend's HP Pavilion xt155 laptop stopped booting. It gets to the 2nd XP logo screen(blue bands at the top and bottom) and then stops. The mouse pointer still moves. I tried booting into Safe Mode, but it stops at the same point. I also tried loading the Last Known Good Configuration.

Any tips on how to try to get the problem fixed without using the HP System Restore CDs to wipe out everything? I don't see an XP Home install CD, so I don't know how I would try a Repair. Thanks for any help you can give me.
