XP Firewall

Its under network/properties/advanced.. On the corporate version it was disabled by default.

not sure about home version

it only blocks inbound traffic, not outbound.

I use sygate firewall for XP it works great

I don't know anything about firewalls, but isn't inbound what you should be most concerned with?
 
You should be concerned in both directions, you dont want some adware prog phoning home from your system without you knowing, robbing you of your bandwidth giving away your privacy.

incoming --->viruses

outgoing --->your privacy
