XP Drive Question

I have XP installed with all the latest patches installed. My problem is as follows; I have a 2 optical drives, DVD drive and a Sony CDRW writer, the dvd drive is set to master and the cdrw is set as slave. XP will only see the cdrw when I get into device manager and click scan for hardware changes. As soon as a reboot I have to do this all over again before it will see the cdrw again. VERY STRANGE!!!!!
