XP - Does it still use System Resources?

Gonna upgrade to XP Pro within the next few days. Does WinXP still use those damned System Resources? I use alot of programs that really eat away at 98SE/ME's system resources like WindowBlinds and ICQPlus. Just having about 10 windows open will cause my screen to go funky and a white popup window going "You are dangerously running low on system resources. Would you like to terminate this program?"

The Windows NT kernal based Operating Systems do NOT use the System Resource model of Win9x/Win3.1.
