XP Control Panel Not Available

I need to uninstall McAfee and make some other changes on an XP Home computer, but someone has locked down the security setting to the point where the Control Panel isn't in the Start Menu. XP auto logs into a non-Administrator account. What do I do to get around this?
 
Hold shift on reboot I believe that cancels auto logon. If that doesnt work you can always do a runas to get a command prompt.
