XP - Can't See Folder Properties

This is an odd issue. When I right click on folders in XP Pro and choose properties, nothing happens. If I do the same to a file, I can get file properties. What's up with this, anyone have a clue?

If I force quit SVCHost.exe, I am able to see folder properties...but only for 60 seconds. After force quitting it, Windows forces a reboot.

How do I reinstall this piece?
