XP - Can't access web pages, can't disconnect

Sometimes while surfing on my dialup, all the pages are "not found". I right click the modems icon on the task bar and it won't disconect when I request it. I pick up the phone and hear good online squealing. Logging off and on don't clear it up. In fact the system tells me I'm offline and then it's "unable to connect" when I try to. The only fix is to completely shut down and start up again. How bout all that!?!?!
