XP and TV Out, showing device not connected

Have a micron laptop with a Rage LT Pro video card in it. Has composite in/out and I'm trying to hook it up to my TV. I had it working a while back and now I can't get it to work again.

I have a set of RCA cables and have the video running from the video out to the back of my vcr (just like I have it before) and the audio to my home stereo. When I go into the display properties it shows device not connected. I made sure the cable was good (hooked up to my dvd player) and it's fine... Plugged it again making sure it is tight and still no connection. So I rebooted, uninstalled/reinstalled the video drivers, checked all the options and still it shows device not connected.

I pushed Fn T which should toggle between display and still no picture on my TV. After I reinstalled my video drivers I was expecting to see the little box pop up when I rebooted asking to enable tv out and it didn't. So I'm not sure if that's related.

What can I do to get this to work?
