What is the difference between a user with Administration access and the Administration account only accessible by pressing F8 at boot? I've noticed that the F8 Admin account can control file permissions based on users and the standard one can't, but is there anything else the F8 Admin account can do?

If you go to Start and then Run you can still access the old msconfig program, but I can't find this program where it used to be. Is it still accessible somewhere in XP or is the only way to call up msconfig through the Run command?
 
msconfig is buried in the subdirectories of windows as usual, but you can still call it from the command prompt.

Not sure the f8 admin, never had to use it. Nice to know there is a back way into with out reinstalling.
 
The Admin accounts should be the same most likely you have "simple file sharing" enabled.

In windows explorer tools->folder option->view and uncheck the "simple file sharing" box. You should then be able to manage file permissions in "un-safe" mode too. 😀

I just tried going to the folder options > view and the option you mentioned to uncheck isn't there. Maybe that option is only there in Pro?
