I've got an XP 2700+ Rev. B , an MSI K7N2-L Delta, and 2 sticks of Crucial PC3200. Not much room to overclock the CPU core. Well, maybe a little. Can I lower the multiplier on the XP 2700 without having to unlock it, so that I can get more FSB speed. Is there much hope for much more FSB speed with the PC3200?

it probably is not locked. as for getting a high fsb, sure turn the multiplier all the way down just to insure that the cpu is not holding you back and see how far the fsb goes.
