XP 1800+ with GC68 & L1A, and other cooling questions.

I want to make the system quieter, so I need help guys. This is the setup:

Athlon XP 1800+ with SVC GC68 (32 CFM/28 dBA)
ATI Radeon 8500 - ATi retail
Shuttle AK35GTR (kt266a)
Linkworld (generic, see hot deals) 400 W power supply.

This is my relatives computer. The system isn't excesively noisy, but because it is on a desk, you can hear everything clearly.

The CPU temp is 42 idle, goes to 47 under max load (running demos of Serious Sam)

These are my questions

1) How much will the CPu temp increase if I change the fan to a panaflo L1A (24 CFM, 21 dBA)???
2) Will air flow be enough for the CPU???
3) Can I change the PS fan, and replace it with a panaflo L1A??
4) What is the minimum airflow required for a Ps to work??
5) How noisy is in average a chipset cooler???
6) Will the system be stable if I disconnect the chipset cooler and leave it with passive cooloing???
7) How noisy is the fan of the Radeon 8500???
8) What can I do to reduce the noise generated by the video card??

Those are the questions I have, please help me!!

1. my guess is 3-4C. i have an alpha pal8045 with 25cfm/21dba cooling a 1.4tbird at 50C max load.

4. i'm not sure but i wouldn't go lower than 21 cfm because i can barely feel the air moved by that fan, so anything less would probably be very ineffective.
5. <30dba, but as time goes on, it'll start to not work as well and start to produce a high-pitched whine.
6. yes. i disconnected my chipset fan and just left the heatsink there and it works fine. if you plan to overclock your fsb, replace it with another heatsink (like this one) or take the original heatsink off and use artic silver (mobo manufacturers usually use cheap thermal grease).
7. i don't know the exact specs, i'm guessing around 30dba.
8. i have a geforce2pro and i replaced the hsf unit with the heatsink from this heatsink. it will take up one pci slot and come close to the second, but that's the price i had to pay for a quieter system.

as far as the CPU goes. i've been running a L1A on my XP1800 w/ the Thermalright AX-7 for a while now and it's fine. the hottest it gets is 120F and it's usually around 110F, but i have my computer in a very warm room. i'd expect similar numbers with your HS.

If you wanna see you real temp under load download and run prime95 torture test for a couple of minutes
I just downloaded it today and it is a killler app. Seen the temp rising from 42C to 54C within an hour while using
Maxtop cool case and GC68
