XP 1600+ HS/F help! mostly fan!

hi all i just finished putting together my comp... and i have a GC68 with stock fan on it and some AS-2 .... but i am only running at 133x10.5 and my temps on the cpu are 50!!! C...while my case temp is 31-32 degrees....so what do you guys think.... should i just get a faster/louder fan and put that baby on the GC-68 HS or get whole new hs/f? i am currently thinking of a 48 +++ CFM fan....

my friend says that it is the heatsink mostly and not as much the fans fault.
