XFX 6800 agp 1.5 volts? on NFS-7 V2

In my bios under soft menu my agp voltage starts at and defaults at 1.5 volts, isnt this a bit high, it goes up to 1.8 but I thought it would start lower on my NFS-7 v2.0. I think it may be the problem behind why my gpu wont oc at all. Any help on this would be great.
