Modding is the only way to go for that.

Nope. Xbox doesn´t read cd's, only dvd's ( without mod, that's what you said )

After some modding yes!!!!, all you need is a chip, xbox media center and replace the original dvd rom with a samsung dvd rom ( this one works and reads cd and dvd's )

But who watches vcd nowadays??? ( divx / xvid is the way to go )

You could install linux on your xbox without using any hardware modification and you could play VCDs with that, go xbox-linux.org
