Xbox One and Plex Microstuttering Video

I'm only having one issue with the Plex App on my Xbox One. The video microstutters about every 5-20 seconds. My Plex Media server is a system with an i7-4930k and 32GB RAM. My media is stored on a WD Green 6TB hard drive. Plex played through my Apple TV (4th Gen) does not stutter but I have a different issue with my Apple TV's Plex app. Plex Home Theater through my PC which also is my Plex Media Server does not stutter either. Just stutters on my Xbox One. My Xbox One is connected through Ethernet. Also movies played in Vudu, CinemaNow, and Xbox Video stutter as well on my Xbox One.
