So I just set up my Xbox to the internet so I can get on live, but when it takes me to the screen to create new account or to retrieve an old account there is a problem.

I select new account and then it thinks for a while, then it takes me back to that screen. I tried a few different times even tried selecting to retrieve an old account but it still loops back to that same screen.

any ideas what it could be?

Thats the problem I haven't even been able to create an account yet, when I try to do that the screen just keeps looping back. I select create new account and it thinks for a while, then takes me back to that screen again.
 
When I try to go into network settings under the settings menu for Xbox live it does the same thing, I click network settings and it loops back to the same screen.
