So my offline console is using my 120gig hd, and my new arcade has a 20gig HD.
I want to put the 120gig HD on the new console (format it clean).

PROBLEM is, I have a bunch of saved games on the 120gig that I still want to use for offline play (on the offline xbox). Is there a way to move that stuff over to the 20gig HD, so the 120 can go on the new xbox?

No. The official transfer software only lets you go smaller to larger (and possibly equal to equal).

So there is no solution?
Would I have to buy some memory card, move the saved games to that?

So I decided to splurge and ordered myself the new Modern Warfare Elite Xbox 360. I'm assuming that I can redownload content I've purchased (mainly Rock Band DLC from Track Packs), but I still need to transfer my save games, and it seems like I have two options: the transfer kit/cable or memory card. I'm leaning towards memory card since a) I can probably get one locally and b) I could actually use it for moving files back and forth unlike the transfer cable which is a one-way trip.

But are there any pieces of content which won't fit on the official Microsoft 512 MB card? Most of my games are RPGs/shooters (Mass Effect, Fallout 3, etc.) I really don't feel like shelling out $30 for the card if it turns out I'm going to need to wind up getting the transfer kit anyway.

I went the memory card route and it worked very well for my saves (aside from the inconvenience of having to select each one individually).

This might be common knowledge to others, but it wasn't to me, so perhaps this will save someone else some hassle or fear in the future: some games (Rock Band, Street Fighter IV, and Gears of War are the ones that come to mind, but I believe there were a few others) have a flag set on the save games which mark them as not copyable, but the console gives an error which says something like "This file cannot be transferred to another storage device".

This is only partially true. The files can be moved, not copied, but only if the account (Live or local) is signed in at the time. I had disconnected my Cat5 cable from XBox 1 and started to redownload some content on XBox 2, so I was not connected to Live when I tried to move the files to the memory card and it would not allow me to do so. After reconnecting to the network and signing in with my Live account, I was able to move all of those locked files to the memory card and transfer them to my new 360.

Make sure you also do the license transfer through the XBox website. Otherwise, any content you re-download onto the new system will only work when you're online. You're probably online most of the time anyway, but it can be annoying if you ever find yourself wanting to play when your internet is out or you've taken your XBox somewhere without a connection.
