Paul Otellini, Intel's president, recently said that Intel will not be implementing any form of 64-bit extensions to the IA32 instruction set - neither AMD's nor one of Intel's own creation. It was during a speech at the June 19th SIA Technology Management Conference in which he demostrated Madison (the third member of the Itanium processor family).

Edit: Forgot that Paul got a promotion back in June from COO to president. Thanks for the subtle hint Wingz.

Trying to predict which processor will be on top 6-8 months from now is very foolish at best. We won't know which CPU will be faster until they're both out and are compared head-to-head, any speculation before that is just that.
