2. How about Xeons?

3. Is x4x4x4x4 bifurcation support anywhere on Intel's roadmap?

No/maybe/probably not.

AMD is easy with consumer and beyond.

On AMD it works, but you need a proper desktop CPU, not mobile-derived part (so G-series APUs and 4100/4500/5500/5700 won't work because they're renoir and cezanne, mobile-derived)
