x264 encoding problems

I'm in the process of making a video, and testing out encoding a short clip in a few different formats to see what kind of quality/compression I'm looking at. I'm having a load of trouble with the x264 codec though.

The Video is just a short 17 second clip, 1280x720 (both divisible by 16), and I have followed two different guides for encoding in x264 word for word, but both get the same result. The video that gets produced will only play correctly in MPC. In both VLC and WMP11, it hangs on a frame every couple of seconds like it's having trouble keeping up. I have a pretty beefy PC (Athlon 64 X2 6000+, 2 gigs of corsair DDR2 800), so I know my PC can handle x264, and I've watched several different x264 videos at 1280x720 without a problem before, I think the error is in my encoding somewhere, but I haven't got a clue where to start to troubleshoot it. I'm using the GUI based MeGui to encode it and following both of these guides:

I tried encoding each method several times, using bitrates from 1600-4000, all with the same result.

Any help is appreciated.
