X2 3800 Low clock speed

I have a 3800 X2 processor that has not been overclocked and is running at a very low clock speed. I manually disabled Cool and Quiet in Bios and Reinstalled windows onto a fresh partition. The AMD power monitor says that the processor is running at 2000 MHz, but Windows and CPU-Z say that it is running at 575Mhz. Is there any way I can get it to run at the correct speed?

What's your Motherboard?

There are probably some options in BIOS relating to this.
If you BIOS has OC options (automatic) make sure they're all manually set. On mine if they're left at default it WILL try to change your settings.

Go into the BIOS and disable AMD PowerNow! settings. It's basically the same as Intel's speedstep and will throttle the CPU speed.
