Speedfan has no options for controlling fan speed, ATI tray tools isn't compatible for OCing yet, ATI TOOL and CCC don't have fan speed settings either. Is there any other way to keep the fan speed up?

actually that works now, for fan speed, but it crashes at like 610MHz core, and thats ridiculous, I just don't feel like OCing these graphics anymore

You're card is most likely getting 2d voltage, you'll have to manually set that in ATI Tool back up to the stock 3d voltage of 1.4V.
