x1900xt artifacting issues

A few months ago I started getting artifacting in some of the games I play (ut2004, eve online, supreme commander). They usually consist of texture flickering or distortion and partial large screen flickers. I figured it was because my videocard was overheating so I checked the temp moniter, card was at 85C. This is well within the 'tolerable' range of my vid card and likley to be expected because I live about a mile above sea level and my room acts like a greenhouse (not uncommon to see temps about 20F above outside temp in my room). Anyway, I decided that this may be an issue so I cranked up the fan control to 100% bringing high load temps to between 60C-70C and the artifacts went away, for about a week. Then they came back so I beefed up cooling some more, using a spare 90mm fan to blow air across the top part of the video card and most of the memory heatsinks, vid card temp remaind the same but ambient went down a bit, artifacts remained. I noticed that when alt tabbing between multiple eve clients the short half second pause or so was enough to make the artifacts go away for a few minutes. Eventualy I learned that taking eve out of 24 bit mode and putting it in 16 bit mode fixed the artifacting. The artifacting usually started anywhere from 5 to 10 minutes after starting a program and varied in severity from program to program. Now the problem has gotten worse and my videocard will artifact even in 16 bit mode when at 50c just going under load.

Any clues as to what could be going wrong? All my drivers are up to date, heat dosen't seem to be an issue, my PSU in theroy has 18amps on the 12v rail and dosen't seem to be overheating, and this problem has been getting worse with time. Any idea what could be the cause?

Sounds like your video card is the problem, I would recomend an RMA. It doesn't matter if it's overheating, it still sounds like it's damaged in some way. Computer hardware is not perfect.
