ATI has no X1800XTs to sell you and is losing money.
ATI paper launches the X1800XT, then gives some "select OCers" some golden sample cards and drivers the rest of the world will never see that are tweaked for 3DMark05.
The "select OCers" OC, post some really great 3DMarks, ATI fans who have been getting way tired of waiting say "Oooooohhh! I'm gonna OC mine like that and break 10K too!" and wait 2 more months for the card.

Still, currently there is a problem with overclocking of ATI?s new products by mainstream enthusiasts. Only a handful of well-known overclockers have received a special tool that can boost the speed of the RADEON X1800-series.
Jinkies. If only I could be a well known OCer and get the "special tool"! (errr, wait a minute, I guess I'll pass on that one....)
