X1600 Pro showing mem clock at 398Mhz when it should be at 800Mhz

Machine Specs:

Dell 5150
3.0 Ghz
512 MB Ram
80Gb/400Gb drive
X1600 Pro - 500Mhz - Core /398 Mem clock (should be 800Mhz)
HD audio integrated sound


When I go into Catalyst center, it shows as 500Mhz as core clock but only 398mhz as mem clock. How would I be able to check the clock speed, what is actual ? I looked at ATItool too and it shows the same information ?
