Basically the same old problem as seen on other Windows versions, never-ending CPU core saturation. The machine in question hasn't picked up any updates automatically (according to Settings > WU, though in the event log under WU it has noted picking up Defender updates and Metro app updates).
I've tried dism .... /restorehealth, the Windows update troubleshooter (both types, the one in Windows and the one from the MS site), and blowing away the SoftwareDistribution folder.
A tactic I'm considering is to take an Anniversary Edition DVD, insert it while Windows is booted and tell it to upgrade, which may or may not be possible to do. A desperation measure I'm considering would be a full chkdsk, but there's nothing to suggest a disk/filesystem issue in the logs or SMART readings.
