NCAA has some strange guidelines for deciding who hosts tournament games. I'm really familiar with the hockey tournament hosting guidelines, but I'm 99% sure the guidelines are across all sports.
Why aren't higher seeds hosting? Chances are that one of the following applied:
a) Their facility was being used for something else this weekend (scheduling conflict)
b) Their facility is 'insufficient' by NCAA standards (doesn't hold enough people, not enough hotel accomodations in surrounding area, etc)
c) The school didn't put in a bid for hosting (they simply chose not to host)
