WTH is up with driving slow on the state road and then flying through the residential ones?

This seems to happen all the time.

You have someone barely doing the speed limit or traveling much slower in the left lane. People start backing up as everyone is trying to get over to make the left turn.

Asshat up front now decides once he makes the left turn into the residential area (posted 25mph) to go faster than he was on the state road (posted 45mph) and then not stop for signs.

Are they just oblivious to this? What causes the crazy driving once in their own neighborhoods?

Yeah, it seems like they do 10 under on the big roads, then 10 over on the small ones, not changing their speed much on either but not following the limit. I usually just assume it's a woman driving.
