WTH do I have to smog my car again already?

It's a '98. I smogged it when I bought it in 2/05. My registration is up for renewal in August and I have to smog it again. This is ridiculous. Curse you Calif smog laws.
 
You have to smog it every other year if it's over 4 years old, and you have to smog it everytime it transfers ownership.
 
California is a hippy liberal tree-hugging state with a ton of fascist smog laws on cars. The politicians in charge should just come out and say it - "We don't want anyone driving cars. Period. We should go backwards in society."
