A fourteen year-old is most assuredly aware that holding someone down to sit on their head bare-assed, or pinning someone down and slapping them in the face with your dick is a pretty fucked up thing to do to someone to try to look cool, and, by itself, is extremely fucked up. I think that a felony is probably the right course of action to take for this, but that they should be allowed to expunge it when they're 17 or 18 and have a better understanding of what they did. I think this should fall under some sort of "felony bullying" or some shit, though, instead of sex offender status.

They can be charged as an adult for anything thats a felony really and they are almost always charged as an adult for ANYTHING that is violent or sexual in nature.
