In paying for her $150 in purchases, Garcia handed the cashier a $100 bill and a $50 bill. "The cashier inspected the $100 bill, turned to another cashier and had a brief discussion, and returned to her register telling the plaintiff her money was 'fake,'" reads Garcia's complaint [pdf].
The complaint continues: "The cashier proceeded to rip the $100 bill in half without performing any counterfeit detection tests. The metallic strip in the $100 bill was clearly visible."
But Garcia's ordeal was just getting started.
The cashier finally tested the bill with a counterfeit detection pen, but despite the marker revealing the money was real, a manager was called over by the cashier and informed it was fake.
Upon being told by the managed that she would need to wait for the police to arrive, Garcia promptly produced an additional $100 bill, which the manager promptly proceeded to rip in half.
The police eventually showed up and, after a quick review of the facts, ordered the store manager to give Garcia $200 — but not before he tried to hand her back her ripped-up cash as restitution.
One method that retail stores have is a felt tip pen with ink that turns a certain color depending on whether or not the money is real or not.

Hopefully these walmart employees are let go.

They potentially land themselves in legal trouble if they return a counterfeit bill to the customer.

Legally, the correct thing to do is to confiscate the bill and contact law enforcement in order for the bill to be authenticated. If they return the bill to the customer, they potentially become accessories if the customer subsequently goes on to attempt to spend a counterfeit bill elsewhere.

Ripping the bill seems pointless and unnecessary.

Defacement of Currency

Defacement of currency is a violation of Title 18, Section 333 of the United States Code. Under this provision, currency defacement is generally defined as follows: Whoever mutilates, cuts, disfigures, perforates, unites or cements together, or does any other thing to any bank bill, draft, note, or other evidence of debt issued by any national banking association, Federal Reserve Bank, or Federal Reserve System, with intent to render such item(s) unfit to be reissued, shall be fined under this title or imprisoned not more than six months, or both.

Defacement of currency in such a way that it is made unfit for circulation comes under the jurisdiction of the United States Secret Service. The United States Secret Service web address is www.secretservice.gov.

That pen with the "ink" is actually a pen filled with iodine. The iodine changes color when in the presence of starch, found in---paper. Since U.S. currency is printed on a fabric, iodine won't change color when rubbed on a dollar.

Now, you can make a "real" bill fail the pen test by spraying it with liquid starch and conversely, you can make a counterfeit bill pass that test by spraying it with hair spray....coats the paper and the iodine fails to change color.

ugh. you know i wont delete my facebook account, i feel safe through obscurity in numbers, but im sure as hell never going to talk through it ever again. im afraid to cheer for my favorite teams on there anymore. and everytime i post something all i can think is "yup, someone who isnt my friend is reading this"

to be fair why would they? they have no proof that that is the bill they gave her and not one she swapped. why should they take her word for it?

In regards to the OP's post i hope that walmart pays dearly for that. it was a idiotic thing to do. don't test it and rip it up? then after they test it they still call the cops.

though the customer don't sound to bright either. they tore up a 100 bill already so you give them another after that? are you fucking insane? though she was smart to refuse the ripped up money and demand new ones.

+1, plus this from the article

The woman was using her state benefits card at the store and chose to get $100 cash back, which Walmart gave her in the form of a $100 bill.

So she used her food stamps card to get cash back? I don't like walmart but I wouldn't trust that woman either.
