I should actually get a normal sized fuse and hold it up next to this thing...you could fit 2 or 3 of the fuse in that picture inside a normal sized one.
 
It is a "ATM Mini" Fuse.

Just ask for a mini fuse at any car part store, walmart, etc... they will know what you need.

Or take it in with you.

This is mainly found in imports.
 
There are two different sizes. Most Asian imports and the vast majority of domestics use "mini-fuses" rather than the full size fuses of yester-year. That is a minifuse.

I have a 99 Mustang and much to my local car electronics expert's surprise, it uses minifuses.
 
Actually there are 3 common sizes of blade fuses:

ATM - Mini sized! (OP's)
ATC - Your "Normal Car fuse" size
ATX - Even larger than normal size.
