Damn that is quite a penissy tail. Japanese TV is so much better than US TV, by the way. They have much more fun.

Not completely unheard of. Just usually removed right after birth.

Look at early fetuses, they have tails longer than the entire rest of the body, its an evolutionary trait that we no long needed after we came down from the trees and therefore it was lost, but I'm sure there is some very dormant gene, or defect in development that can be activated such that this happens. I have seen several instances, and I believe usually people have it removed via surgery since it is completely vestigial.
