That is most likely the case. Cobra "charmers" may use a variety of methods to render their cobras less dangerous, including removing the fangs and possibly venom sacs, as well as sewing the mouth shut.
I think that this one had its mouth shut, otherwise that kid would have had cuts on his head, and he would have been screaming as a result. That, or else it might have latched on and started chewing.

A bite on the head could still result in envenomation. If the skin is pierced, some venom will still be present and could find its way into the bloodstream.
