He may have, or he may not have. That issue could have been because he checked the wrong thing, or the owner reported it to the DMV without disclosing that to him, or such low mileage in that long of a timespan may have triggered it automatically. <shrug>
 
My previous car had something along the same line. The last smog check actually had 20k less miles than the previous smog check. Looks like it was an intentional odometer fraud.
