WTF neighbor's dog is whining several times a day!

For the last several weeks, my neighbor's dog whines & cries several minutes about 2-5 times a day. The dog cries randomly, but I hear it more during the night (or maybe I'm too busy during the day to notice). I don't think they are beating the dog on purpose because it's past 12am and he's whining as I am typing this post.

Should I go confront them about it? I'm a dog lover, and it bothers me to hear a dog whine & cry all the time.

Maybe the dog is lonely?

Is it male? Or female?

Maybe its in heat?

sometimes i tease the dog, blow air at its nose etc until it whines;) but its in good fun...sounds like i'm killing him though:p when i let him out to pee he whines like he's being beaten while dashing around

It could be that the dog has a lot of fleas scratches so much that he or she is in pain. This actually is happening to one of the dogs at my father's house. They've tried all kind of treatments however she has thick fur and the fleas LOVE her. She scratches at herself and nibbles on where they bite her and then in the night time I guess it hurts so she kinda wimpers and cries.

I don't know the sex of the dog, but they do have a couple of teenage boys under 18.

It might be nothing. One of my Jack Russells whines incessantly in the morning because of the Caddyshack inspired squirrel that taunts him from a nearby tree branch.

Dogs usually whine because they want something. Want to come in, want to go out, are hungry, thirsty, want to go for a walk etc. Mine does it sometimes.
