Actually it happens quite frequently. The MB temp can and sometimes is located at the bottom of the pci slots. This can be and usually is in a "dead air" space. When air around the thermal diode becomes dead it can allow heat to build up. The air around the cpu is usually not dead. In fact most good cases make sure of good air flow. What must be taken into account is the ambient air temp. CPU temp can never be below ambient air temp. That is unless using an active cooler. But the mb temp is often higher sometimes much higher than ambient temp. Looking at it logically air flow is usually and should be highest around the cpu. Air flow can and most often is most stagnant around thw bottom pci slot where alot of mb temp sensors are. So the cpu could easily be cooler than the mb. As it is exposed to hopefully cooler ambient air. And p3's are especially cool running processors compared with others out there. HTH
