WTF is wrong with this computer???

My sister's computer sometimes runs realllly slow. You'll turn it on and it'll talk forever to get into windows, and once it does the hard drive keeps reading and reading and reading.... But usually a simple push of the reset button once or twice fixes it and it boots up fast and loads windows right away. I was just like WTF!? So I went and formatted and and am currently doing a clean install. Well the install is going really really slow..... like it's having the same problem as before. So I guess it wasn't a fubar windows installation after all. Any ideas what would cause this and why? This is one of the most bizzare things I have ever encountered.

What type of cpu and motherboard does it have? How much RAM? What OS are you installing? How old is the hard drive?

is the hd making any funny noises? (clicks, etc.)

I actually have no clue what is wrong, maybe the hard drive is spazzing.
