He has been playing the same song over and over again for an hour and a half. I finanlly got pissed off and knocked on the ceiling but he just turned it down a little and is still playing it. I didn't want to pound the ceiling because it is Friday but it is the same song over and over again. He plays this same song repeatedly during the day too, usually from 4 - 5pm.

It is some indian dude. He has been playing this same fvcking song repeatedly since he moved in last summer.
 
Whenever you leave the apartment, put Bolero on repeat so that the melody gets played over and over... that should end it.

Leave a message with the office, too, that you've called the police. After a couple of times, tell them you either want a different apartment or to have them evict him.

This is going to sound racist, but I'm going to say it anyways.

Indian language (Hindi, unless there's some other one) and music irritates me.

Now, there's that whole "it grows on you" sort of thing, but the warbling and style sounds like something dying. It's interesting, but only to an extent.
