WTF is "windows installer cannot be accessed"

I tried to install Roxio creator 2012 pro onto win 7 ult and this is the message i get . . . .

"Windows installer cannot be accessed"

I googled the above question and it seems as though this is a major problem with ALOT of programs when installing to Windows 7.

I've tried a number of solutions the msiexec unreg, and regreg, disable the http thing,all of the answers I found googling did not work.

any suggestions?
