It's caused by the ice crystals in the atmosphere, at very high altitudes (>20,000 feet). It can indicate coming rain.

yeah, I see that all the time. One of the perks about living in the arctic circle I suppose :p (Note to those with malfunctioning sarcasm meters: I do not really dwell within the arctic circle)
