WTF is Internet Optimizer?

Just a couple days ago, my little brother's IE started to act up. I pretty much remove all the porn link and installed Norton Security to block all "bad sites".

Now, usually when you put in a bad site, IE would take you to MS's search page. But it's going to some site called Internet Optimizer, is there anyway to change it back to normal?
