WTF? is 11.58 for +12V rail too low?

I have this 500W for my PS. 34A on the 12V rail. My system is currently:

A64 3000+
1 gig DDR500 RAM
GF Ti4400
120GB WD HDD
80GB WD SE HDD
Audigy 2
Leadtek TV tuner card
CD burner
DVD burner

Is 11.58 too low? Not overclocking currently.

lol my 12v+ is at 11.359.... and mine's stable at overclock... i'm not oced now, but when i had it oced, it was stable

If those readings are coming from your mobo, get a multimeter. Mobo readings are not always accurate.
